WHAT COMES FIRST: the biomass or the bioenergy facility?
The federal Biomass Crop Assistance Program (BCAP) was established by Congress to solve this "chicken-or-the-egg" dilemma by providing transitional assistance to both bioenergy companies and growers.
Applications for matching payments are being accepted now for the collection, harvest, storage and transportation of eligible biomass, including energy grasses like switchgrass and sorghum, to qualified conversion facilties.
A second phase of the program expected in time for 2010 plantings will support the establishment and production of perennials. Producers may receive payment for up to 75% of seed and other planting costs.
